On December 22, 2023, President Biden signed H.R. 2670, the National Defense Authorization Act for 2024, into law. The 2024 military pay raise of 5.2 percent becomes effective January 1, 2024.
On December 14, 2023, the full House of Representatives, by a vote of 310-118, approved the conference report which reconciled the differences between the Senate and the House's versions of the 2024 National Defense Authorization Act. The bill now goes to President Biden for final signature and approval.
On December 13, 2023, the full Senate, by a vote of 87-13, approved the conference report which reconciled the differences between the Senate and the House's versions of the 2024 National Defense Authorization Act. NOTE 1. Military basic pay for O-7 through O-10 is limited to $18,491.70 by the Level II of the Executive Schedule. Due to the Ethics Reform Act, the Executive Schedule raise limit itself was limited to just 4.6 percent.
NOTE 2. Basic pay for pay grades O-6 and below is limited to the rate of basic pay of $15,000.00 for Level V of the Executive Schedule. The actual figures will be released at a later date.

2024 Military Pay News, continued:
On July 28, 2023, by a vote of 86 to 11, the Senate passed their version of the National Defense Authorization Act for 2024. The House of Representatives and the Senate must now reconcile any differences in their bills before it can be sent to President Biden for signature. Both the House and Senate versions contain a 5.2 percent military pay raise for 2024.
On July 14, 2023, the House of Representatives passed their version of the National Defense Authorization Act for Fiscal Year 2024 by a vote of 219 to 210. The bill includes the 5.2 percent military pay raise proposed by President Biden. The Senate should complete their version of the bill in the coming weeks.
On March 9, 2023, President Biden released his United States government budget plan for Fiscal Year 2024. His plan includes a 5.2 percent military pay raise for uniformed members of the armed forces. The proposed pay increase is in-line with U.S.C. Title 37, Chapter 19, §1009, and if approved, will become effective January 1, 2024.
On October 28, 2022 at 0830EDT, the United States Bureau of Labor Statistics released Employment Cost Index (ECI). According to law defined in U.S.C. Title 37 Chapter 19, §1009, this morning's release will be the military pay raise percentage for 2024 unless a separate action is taken by the President or Congress. Based on this morning's release, the pay raise will be 5.2 percent, and if ultimately approved, it will become effective January 1, 2024.
